as a washingtonian, i have to point out that only half the state is rainy on a regular basis lmfaotext. a demigod's bane. the letters swirl a little for nico before he can read them properly and then because he's not afraid of showing his face ( and it's easier than typing with dyslexia ), nico turns on the video feed for his response. everything about him is dark. from his black hair ( styled in an undercut ) and black eyes to his black clothes. his skin, however, is exceptionally pale and there are perpetual, permanent dark circles under his eyes. features he's had thanks to the life he's led. ]
It's not normally this rainy. It might have something to do with D.E.S.T.I.N.Y, but I'm not positive. Just... you should know that if you get wet, you might end up sharing memories with someone who touches you.

okay, this is very true. i was looking it up earlier and it told me washington wasn't the rainiest place anymore and i just whaaatHad this been a place he was familiar with, little Blue might've been less nervous about showing his face on the network, but everything and everyone are entirely new to him. The male that pops up on the screen appears human enough; his dark eyes are ringed with circles and the all black ensemble is peculiar, although not enough to scream 'metahuman' of any kind.

But if you are seeking the definition that comes to mind, a mutant is a new variant of a species. If the mutation becomes common enough they are then generally considered a new species rather than a mutated one.

in technical terms, that would be exactly right. although, to be fair, it's not the opposite of what i was looking for. mutants from my world are a new variant of homo sapiens. we aren't the new species, though. [There aren't enough of them.

To answer some of your questions: no, the weather seems to have only recently gotten the idea that we ought to dig out kayaks and paddle down the road. If I were to venture a guess, I'd say it's probably temporary.
Mutant is a word I've heard, not in my own world, but another that I visited before arriving here. As it was explained to me last, it refers to something extraordinary in a person's genetic makeup that bestows various powers on the people possessing the mutation. Is that your definition?
